The City of Pittsburgh’s Department of Public Works (DPW) includes approximately 700 employees separated into four bureaus and is responsible for its varied infrastructure: maintenance of 2,400 lane miles of public streets, weekly collection of solid waste and recycling for 123,000 residents, construction and maintenance of 3,650 acres of parkland, playgrounds, and ballfields, as well as over 300 facilities citywide. The DPW needed the students for this project to provide a fee schedule that is commensurate with the costs to maintain all its permitted structures and services. The fee schedule is an annual resolution that is authorized by Chapter 170 of the City Code, and is mandated to be approved by City Council every year as part of Council’s annual budget process.
